Attached is the ordinance considered on November 23, 2021, but was deferred for further consideration in January. Planning Commission Application Deadline Extended

Dear Members,

We hope you and your loved ones got through Hurricane Ida with minimal damage and are all safe and well.

Please see below a message from Ryan Holcomb, AICP, Planning Director - City-Parish Planning Commission.

The Planning Commission Application deadline has been extended until Thursday, September 9th at 10:00 am.

Due to conditions resulting from Hurricane Ida, all City-Parish buildings will remain closed to the public thru Monday, September 6th.

City-Parish Offices will reopen to the public on Tuesday, September 7th.

Important Update For The Development Community

There is important information in the DOTD newsletter linked at the bottom of the page. I want to point out special attention to *There is now a Parish and Zip Code Level Premium Change Analysis on FEMA’s Risk Rating 2.0 website https://www.fema.gov/flood-insurance/work-with-nfip/risk-rating/profiles.

As a reminder, existing flood insurance policyholders may start to see rate increases beginning April 1, 2022. New policies at the new rates will start October 1, 2021. This all assumes nothing changes over the next few months.

EBR Stormwater Master Plan - Your Feedback is Requested

Notice of Change in City-Parish Procedures by BRDPW

Dear Members,

Beginning March 15, 2021 - BRDPW Permits and Inspections will require a Pre-Pour Elevation shot to verify the finish floor elevation will meet the requirements of the permit prior to placing of concrete in the foundation on all projects applied on or after March 15. The required certificate is attached for your reference.

  • The Pre-Pour Elevation Certificate sign-off will be placed in the priorities along with the Plumbing Rough-in and Storm Water Site Prep.

  • The Pre-Pour Elevation Certification will be uploaded to the plan reviewer for review and approval by the contractor through the customer portal. This will be reviewed by the reviewer who performed the project’s plan review.

  • Both in-house and expedited reviewers will be trained and instructed to give priority to this review so that the scheduling of the foundation inspection is not unnecessarily delayed. It will be imperative for the contractor to schedule the surveyor to shoot the elevation as soon as the form boards are in place so that this process can take place while the dirt work and rough-in plumbing are being put into the foundation.

  • The Final Elevation Certificate will be moved from the priority with the Temp to Perm to the priority with the Final Inspections. Temp to Perm will no longer require a Final Elevation Certificate to receive utilities during construction.

East Ascension Drainage Board Meeting on their Master Plan

Dear Members,

Please see the message below from Richard Speer, PE Director City of Baton Rouge/Parish of East Baton Rouge Department of Environmental Services.

The standard plan for the grinder pump station is now published on BR Projects website. Please see the link below. We will be adding the electrical and instrumentation standard plans for this pump station to the website throughout the day.

This should provide a more cost effective approach to developing small tracts of land where a nearby gravity system can accept the flows. Please see information below.

  • This type of pump station would be allowed to discharge only into the gravity collection system.

  • It is applicable for developments with design capacities of 20 – 60 gpm. This will allow users in subdivisions with less than 50 typical single-family homes (49 single family homes is 61 gpm based on our spreadsheet).

  • The minimum lot size for the station will be reduced to 30’ x 30’ for these grinder pump stations.

  • There will be a connection for a generator but not a permanent installation.

We have also revised http://brprojects.com/ to move some of the design resources, standard Specifications and standard details from the SSO Program page to http://brprojects.com/design-and-construction-resources/ (general resource page of Baton rouge Projects) to avoid confusion.

We are in the process of converting the SSO Program design requirements into DES design guidelines. These will be on the page referenced above.
